Charles Wilkie is an associate attorney in Jones, Skelton & Hochuli’s Municipal & Employment Trial Group in the firm’s Phoenix office. He focuses his practice on representing public entities in a variety of civil litigation matters.

Prior to joining JSH, Charles served as a Deputy Civil County Attorney with the Pinal County Attorney’s Office, where he represented multiple county departments in administrative, probate, code compliance, and civil matters. In that role, he handled hearings and appeals, drafted substantive motions and briefs, and managed all phases of litigation preparation. Charles also gained experience advising government departments and representing county interests before administrative bodies. Charles was recently published in the NATO Security Force Analysis Center of Excellence Analysis Report ‘A Cross Cultural Examination: Enhancing Advising Through Intercultural Communication and Cultural Mediation.

Charles earned his Juris Doctor from Liberty University School of Law, where he distinguished himself in negotiation and advocacy competitions, including winning the 2025 Transatlantic Negotiation Competition and the 2024 ABA Regional Negotiation Championship, as well as the top award for Alternative Dispute Resolutions for the school. Charles played played for the Men’s Hockey team at Liberty for all four years of undergrad. He also served in several leadership roles, including Student Bar Association Attorney General and Alternative Dispute Resolution Vice-Chair. He received his Bachelor of Science in Biology from Liberty University. Charles is licensed to practice law in Arizona.

Outside of the office Charles enjoys spending time being outdoors, hiking, travelling. He plays hockey, rugby, and golf outside of the office, while also coaching a youth hockey team here in the valley. He is an avid sports fan and enjoys all things related to sports. He thoroughly enjoys cooking and trying new recipes. He also enjoys live concerts and is a big music fan.
